SEC calls for defect-free electoral rolls, free and fair PR elections

ITANAGAR, Apr 11: With the preparations for ensuing Municipality and Panchayati Raj elections were going on, State Election Commissioner K D Singh today called  upon the officials concerned to put in place “defect-free” electoral rolls for the civic and PR polls slated on May 16 next.

Addressing a meeting of Deputy Commissioners and Superintendents of Police of all  districts at the SIRD conference hall in Itanagar today, the State Election Commissioner (SEC) asked all concerned officials to perform their election duties freely and fearlessly.

“Since election is a zero-tolerance exercise, it’s my ardent appeal to my fellow officers (Deputy Commissioners cum District Election Officers) to see to it that a defect-free electoral roll is in place for the forthcoming  elections to the PRIs and Civic Bodies,” said the SEC. He further said the task of preparing the E-roll is the job of electoral registration  officers (EROs) and under no any circumstances, they should succumb to any threat, or intimidation.”

He further said that in case of false information being furnished by electors to  get one’s name included in E-rolls, it may lead to one-year imprisonment or a fine of Rs 5,000 or both.

“Our officers should perform their election duties freely and fearlessly, and we  have not here to play any partisan role but to act in a transparent manner as there is nothing to hide in the electoral democracy. In election matters, don’t listen to anyone except for rule books (which already  been given for guidance of all the officers, political parties and their candidates) to avoid bogus registration of voters to evade any problem in future,” he said, adding that “deletion and addition (of voters’ name) is an ongoing process and it can be done even after the poll process is over.”

The SEC also made it clear that in case of PR polls, only the indigenous voters can exercise their democratic franchise, and the Municipality election (being held for first time) is just like Assembly and Parliamentary polls where everybody can vote.

While the Director of Panchayati Raj, Bidol Tayeng divulged that seven out of 16 Zilla Parishad seats in the State were reserved for women under the provision of Article 343D of the Constitution that provides for 33 per cent seats reservation for women in Panchayats, the State Election Commissioner said, “We are resolute to ensure atleast 33 per cent reservation in all three-tier of Panchayats.”

Singh also said that State govt has been cooperative and assured of a fool-proof security arrangement for a free, fair and peaceful conduction of both civic and PR polls.

Pan Arunachal identity is at stake: NCP

ITANAGAR, Apr 11: The concept of Pan Arunachal Identity is at stake with mortgaging of entire river basins of the state to so called hundreds of power developers, gifting of the rich coal and lime deposits through the easy route of MoAs and diversion of hundreds of hectares of tribal forest land to military establishment in the name of nation building and security of the frontiers, alleged State NCP President Kahfa Bengia.

With introduction of railway lines to  state’s capital without thinking about the consequences on Nehru-Alwin policy of protective development as reflected in Inner Line Regulation Acts of 1873, the rampant acts of corruption committed mostly by  the neorich tribal elites and the ever widening  gap between the rich and the poor in the hitherto existing egalitarian tribal social order, gross regional and ethnic imbalances in harping the fruits of development coming in the wake of modernization, liberalization and globalization processes are few major impediments to creating a progressive Pan Arunachal Identity, Bengia added while giving a final touch to NCP manifesto for Panchayati Raj, Assembly and Parliamentary Elections.

Party’s State General Secretary Kaling Jerang stated that the Central Govt. and its leadership of all shades have already made Arunachal a dumping ground for refugees and illegal migrants. With implementation of even 50% of the MoAs on hydropower, the tribals of the State will be converted into a microscopic minority and the rich Corporates will decide the MPs, MLAs and even the local level leaders by their sheer money power. The concept of rich tribal culture as Capital and self identity and the white water rafting as part of adventure sport will be a thing of the past with water logged dams everywhere, Jerang added.

The Chairman of the NCP Manifesto Drafting Committee Naksang Tsering opined that time has come to ponder upon as to why Arunachal is rich but not the Arunachalees. Development is not about dams and bridges but it is about people, their health, education and purchasing power and happiness indices, he said. “The commoners under present regime got fed up with daily breaking news of corruption, murder, rape, price rise and so on. The root cause to all evils are lack of strong political will and unjustified use of limited resources by the parochial few at the coast of many, Naksang pointed out. The concept of Pan Arunachal Identity will be meaningful only if the people are in proud possession of their god gifted resources over Jungle, Jaal and Zameen.

“What is needed urgently is a strong regional political force that will envisage strong secular, socialist and democratic road map for the entire tribal of the state, he opined. The lesser known Political Parties, therefore, are not adverse to joining hands with a vibrant regional force that will sound the death knell of the Congress hegemony, Naksang added, while participating in NCP discussion on Pan Arunachal Identity as one of the serious issues facing the state and its people.

TG. Baki, NCP leader from Upper Subansiri opined that with the liberal entry of all sorts of powerful political parties such as INC and BJP and also by powerful mainland regional parties such as Janta Dal, RJD, NCP, TMC etc. have confused the illiterate masses and this in turn helped Congress to continue its political domination at Itanagar.

Baki further appealed that time has come for setting up a Revolutionary Agenda involving the youth and women power for a complete change in the system and in the process the visionary leaders in different Political Platforms must sacrifices their self gains and self egos for creating and all encompassing regional political forum and a Pan Arunachal Identity.

“If Sikkim Democratic Front can flourish as a regional party why Arunachal is one of the richest natural resource base become the role model for the rest of the County, Baki wondered.

That the Ministry of Health and Family Welfare (Central Government of India, Power conferred by Section 26A of Drugs and Cosmetics Act, 1940) hereby prohibits the manufacture, sale and distribution in public interest of the following items as follows:

1.         Items No. 20 and 21: Tab. Gatifloxacin 200mg and 400mg. The Gazette of India Notification No. GSR No. 218(E) dated. 16/03/2011.

2.       Items No. 57: Susp. Nimesulide 60ml (50mg/5ml). The Gazette of India Notification No. GSR No. 82(E) dated. 10/02/2011.

Tapi Mra deserves many things

Dear Editor,

Through your esteem daily, I would like to draw the attention of people of Arunachal Pradesh about the pathetic condition of the legendary everester Tapi Mra who earned name and fame in the field of Adventure sport by conquering Mount Everest.

Tapi Mra, the 1st Everester of Arunachal Pradesh who earned name and fame after conquering Mount Everest with dare devil display crossing all the hurdle. He has a place in Arunachal General Knowledge Book for his feat which is a matter of proud for family, clan, tribe and Arunachal State as a whole as he registered the name of Arunachal State in the Book of Mountaineering History of the World. But the future of this legend seems to be bleak as he is struggling for his own existence. He has remained jobless all these days since he became celebrity and how he is managing to survive has become a very important question to be introspected. As for the degree in his own field what I feel is that Mr. Tapi Mra is having the highest and coveted degree in the field of mountaineering which is a Ph.D. Degree. To set foot on moon or to set foot on Mt. Everest is an act of dare devil which require courage, endurance and suffering to which common people cannot achieve as it needs extraordinary quality. For this extraordinary quality of courage Mr Mra had been felicitated by government and other well- wisher NGOs and Civil Societies. But mere felicitation with empty stomach will not help him to exist in this modern world. Despite all these, “The Legend” is living in a very pathetic, destitute condition which requires immediate attention. Now my question is, does not Mr. Tapi Mra deserve a decent job of his equivalent? With this question I would like to send an SOS message to every citizen of Arunachal Pradesh to help this legendary figure to get his deserving job in case government is initiating one for him with immediate effect so that he may live a respectable life with decent job.

Yours,

Albert Mra

Geological survey of India office needs attention

Dear Editor,

Through your esteemed daily, I would like to draw the attention of authority towards existing condition of GEOLOGICAL SURVEY OF INDIA office, which is situated just merely five hundred meters away from PHQ Itanagar. Whenever I visit there, I almost get anxious by noticing the main entrance gate. The rusted old gate is hanging and can come down anytime. Finally after crossing that hilarious gate I entered into the land of jungles where domesticated animals have made govt quarters and lab buildings their home! At some place, there were even private residence buildings! I wonder whether it would be appropriate to name it 'DOMESTICATED ANIMALS ZOOLIGICAL PARK OF INDIA’ instead of geological survey of India. Therefore I request the concerned authority and state govt. to immediately upgrade the GEOLOGICAL SURVEY OF INDIA for its official research and developmental works.

Yours

National Safe Motherhood Day

According to the 2011 census data, the national average of maternal mortality has come down by 17 per cent in India.

National Safe Motherhood day is being observed across the country to create awareness on proper healthcare and maternity facilities to pregnant and lactating women.

According to reports, the Indian government has written to the states to strengthen implementation of Indira Gandhi Matritva Sahyog Yojna maternity benefit scheme. The review of the progress of the IGMSY will be conducted from the 15th to 25th of this month.

Surviving childbirth is a basic right of every woman and a social responsibility. Ensuring institutional delivery, reducing anemia among women by providing Iron-Folic Acid supplements and better pre and postnatal health care are necessary for mothers.

Prevention of child marriages which are indirect causes of maternal deaths is also an important factor. Right to good quality nutrition and health services during and after pregnancy and childbirth and the removal of barriers that contribute to maternal mortality would go a long way towards safe motherhood.

In India, the national average of maternal mortality has come down by 17 per cent according to the 2011 census data and efforts are on to achieve the millennium development goal of reducing maternal mortality rate to 139 per one lakh live births by 2015.
